Our (Google's) Spectrum Access System provides a service to Cellular providers (think big companies that sell phone service), where we adjudicate the frequencies that may be used. The target audience are industry-experts -- not end users.
The main concept is around things like "LTE" and "Wifi-like", so the concept of the traditional Cellular tower or the use of the three arcs for "frequency" would be anticipated elements. Also, as I clarified in the message as well, please do not include the word "Google" in the design.
